Anser Advisory, a part of Accenture, is a national capital program and project advisory firm offering solutions to public and private sector clients implementing capital projects and programs. The consulting services we provide cover the entire lifecycle of capital development starting with early-stage organizational readiness and delivery strategy through managing the tactical execution of projects. Anser Advisory has a diverse and talented team of over 1,200 professionals, including architects, engineers, construction managers, inspectors, project managers, estimators, certified professional accountants, management consultants, financial analysts, procurement specialists, system configuration specialists, and construction auditors.

Our advisory services include real estate advising, organizational assessments, process analysis, systems analysis and implementation, change management, project delivery strategy, procurement development and support, benchmarking, and project finance. We have extensive experience providing these services within the context of capital program/project delivery and also have vast capabilities in staff augmentation and outsourcing.
Our compliance services include funding evaluations and reviews to ensure compliance with local, and state requirements such as competitive procurement (pricing), prevailing wage (Davis Bacon Wage Rate), and eligibility of work for underlying use. We developed industry-leading real-time cost review of capital expenditures that can be used to review up to 100% of project expenditures while meeting monthly pay cycles. Compliance services also include construction audits and forensic cost analysis.

As Chief Innovation Officer. Leigh will advance Anser Advisory’s innovation and delivery platforms to build on current services as well as offer company-unique intellectual property to solve industry and market challenges. In his prior role of VP for Solutions, Leigh was devoted to identifying and delivering the best possible services and products to our customers. His passion for continuous improvement and building new solutions stems from his 20+ year career performing advisory and program management consulting services for billion dollar programs with DoD, DHS, and the Intelligence Community and their extensive mission-driven challenges.
Chief Delivery Officer, Utilities
Desmond is an executive with a record of driving growth, efficiency, and financial performance in operationally intensive businesses, ranging from public utilities to privately-held professional engineering companies. He has fostered and led significant enterprise transformations and managed major programs and enterprise risk. Notable accomplishments include leading the development of an electric utility national transportation electrification strategy with the White House and other federal agencies; and leading one of the largest environmental remediation efforts in U.S. history.

Dan brings over 30 years of experience delivering large capital development programs at national and international airports. His direct experience spans organizational development, planning, engineering, environmental compliance, program and construction management, and owner-side senior-level aviation/airport management.
Rob leverages over 35 years of engineering experience with his primary focus in airport development in the areas of capital program formulation, planning, design, and construction management. During his 25-year tenure at GOAA, Rob provided vast experience in the respective areas of airport management and operations, and how to manage and contract for large programs within a transparent framework of checks and balances.

Mr. Miramontes has more than 24 years of progressive experience, including more than 12 years with Caltrans where he spent 10 years leading diverse and challenging projects. As a Caltrans certified resident engineer, he understands how to effectively allocate and manage resources for task order assignments to provide quality deliverables with maximum efficiency. Mr. Miramontes has extensive experience complying with Caltrans policies, procedures, manuals, and guidelines. Additionally, he has served on more than $600 million (total projects) in heavy civil projects including design, design management, and construction management for highway, roadway, bridge, and transit facility projects.

Sunil is a civil engineer and a Certified Construction Manager with close to 30 years of construction experience in design, engineering, and construction management. Sunil having been a previous owner for one of the largest school districts in the nation understands the challenges faced while implementing capital programs and consequently has implemented successful innovative measures based on institutional knowledge and lesson learned. Sunil has extensive construction and management experience in educational, transit (Port and Metro), airport and private sector facilities.

Under his leadership, Anser’s Utility East practice has grown to a 250-person gas & electric utility consulting group. In addition to his 30 years of transmission, substation, and distribution experience supporting Exelon, he has also worked within the nuclear industry covering construction, testing, and commissioning as well as refueling outage support, modification projects, and maintenance activities at multiple generating stations.

Steve leads operations and development in Anser's Delaware, Maryland, and Virginia regions. With strong leadership skills and an incredible breadth and depth of electric utility experience, he is a well-rounded program and project manager, engineer, and public relations expert. He previously served as the Director of the Transmission and Substation Department with Baltimore Gas & Electric.

Ed leads Anser’s Philadelphia Operations with a focus on strengthening client relationships and growing our service delivery platform. He is a high performing and results-focused leader with more than 30 years of experience in project & construction management, long range / business planning, P&L management, engineering, and strategic leadership. He previously served in multiple leadership positions with PECO and Exelon Generation including serving as the Director of Project Management and the Key Manager of Investment Strategy.

Shipra oversees Anser's client services and utility market growth in the Delaware, New Jersey, and Washington, DC region. She is a proven utility industry leader with deep experience in engineering, project management, distribution automation, and advanced metering infrastructures.
