Rachel Hanigan, CQA, CSSYB
Training Lead
Rachel Hanigan leads Anser Advisory's Training Solutions and has over 11 years of project and program management across complex domestic and international organizations, including the National Institutes of Health (NIH) and the Bureau of Diplomatic Security (DS), and Overseas Building Operations (OBO) programs for the U.S. Department of State. Rachel is responsible for the strategic planning, execution, and development of the organization’s training services and brand. She is experienced in learning and development programs, Learning Management System (LMS) implementation and oversight, instructional design and development, and training program analytics.

Steve Genn, PMP®, ACC, BCC
Executive Coach & Leadership Development Facilitator
Steve combines his leadership skills and experience with a passion for developing rising executives. He co-developed and facilitates the Leadership Development Program and has presented on this topic to the Construction Management Association of America (CMAA), the Joint Engineer Training Conference (JETC), and the National Contract Management Association (NCMA).Steve is a certified Project Management Professional (PMP)®, a Board-Certified Executive Coach (BCC), an Associate Certified Coach (ACC), and a certified Myers-Briggs® practitioner. He has 25+ years of program/project management experience and currently leads the Department of Defense portfolio. He previously worked at PwC, Cardinal Health, and several highly regarded management consulting firms.Steve received his MBA from Georgetown’s McDonough School of Business and a BA from Louisiana State University, where he was commissioned through Air Force ROTC. His prior military service includes active duty as an Air Force Air Battle Manager, during which he flew missions in Desert Storm. He retired as a Colonel from the Air Force Reserves.

In his prior role as VP for Solutions, Leigh was devoted to identifying and delivering the best possible services and products to our customers. His passion for continuous improvement and building new solutions stems from his 20+ year career performing advisory and program management consulting services for billion-dollar programs with DoD, DHS, and the Intelligence Community and their extensive mission-driven challenges.

Jennifer Holcomb, PE, PMP®, PSP, CPP, CPD
ICD 705+ Training Facilitator
Jennifer currently serves as Anser Advisory's Security Solutions Lead, where she is charged with overseeing the firm’s security consulting services. She has spent over 20 years overseeing complex security missions across the country for state, municipal, federal, and private organizations. She additionally serves on the ASCE 59 "Blast Protection of Buildings" Standards Committee and has served on the ASIS technical committee to update the "Active Assailant: Prevention, Intervention, and Response - Supplement to ANSI/ASIS/SHRM Workplace Violence Prevention and Intervention Standard."

Paul Buckley, PE, CCM
PM/CM Training Facilitator
Paul Buckley is the Municipal-Ports Division Manager at Anser Advisory, a Registered Civil Engineer, a Certified Construction Manager, and has been in the Construction Management industry for 38 years. Mr. Buckley has overseen a wide array of projects from Interchange 11 of the New Jersey Turnpike, the design of the Pima Freeway for the Arizona DOT, to the Queensway Bay Downtown Harbor in Long Beach, CA. Paul is a member of the U.S. Green Building Council, the Construction Management Association of America, the Design-Build Institute of America, the American Society of Civil Engineers, and the Society of American Military Engineers.
