The Challenges

The new North Branch Library is a state-of-the-art 24,655 square-foot single-story facility incorporating a historic tower and associated site work and street improvements.  The new library includes areas for children, teens and adults, as well as three public community meeting spaces.  The new library has expanded resources and programs to serve the community of north Long Beach.  Acting as an extension of City staff as the City’s project manager, Anser staff was responsible for the overall successful completion of the project.  During the design phase, Anser was responsible for establishing a project budget and schedule, getting the contract documents permitted through the building department, packaging the contract documents for bid, and managing the bid and award process.  During this time, Anser also drafted and issued the RFP for CM services, reviewed and scored the CM proposals, conducted interviews of the short-listed CM firms, made recommendations for selection, held and finalized negotiations with the recommended CM firm and drafted the staff report and council letter for award of contract.

During the construction phase, Anser managed the City’s consultant CM firm, the materials testing and inspection consultant, and the A/E during construction.  Anser was responsible for tracking the budget and schedule, attending all weekly construction coordination meetings, assisting the CM firm with City-related coordination issues, reviewing consultant and contractor invoices and making recommendations for payment, reviewing change order requests and City-related RFI’s, writing monthly reports and attending meetings with City management staff.
