The Challenges

Anser provided program and construction management services for the design and construction of a new $12M library. The work included over excavation of site soils/earthwork, foundations, installation of concrete footing, construction of a steel moment framed building (approximately 15,000 square feet of steel) and interior wood framed office areas, parking lot, new trash enclosure, onsite water infiltration system, landscaping, irrigation, electrical car charging station, methane barrier and oil well vent system realignment. This project required extensive coordination with SCAQMD, City staff, SCE, Verizon, Long Beach Gas & Oil Signal Hill Petroleum and others. This project achieved a LEED Gold Certification.

Near the end of the project, the general contractor defaulted on their payment bond, which required additional coordination with City staff and the surety company. Additional management was required with the extended construction schedule, stop notice resolution, and a greater than anticipated amount of project controls required to manage the contractor to substantial completion and provide the City with a functioning library. The project was successfully completed within the original contract budget.
